The QUIC transport for HTTP/3 connections that carry MASQUE tunnels, for both the proxy and its clients: room for a tunneled QUIC packet in each datagram (OUTER_INITIAL_MTU), and an idle timeout that leaves quiet tunnels to their own policy (OUTER_IDLE_TIMEOUT).
