Read peer SETTINGS without opening or writing local HTTP/3 streams.

Uses config’s existing bounded frame, chunk and pending-stream limits. Apply the caller’s readiness deadline. Dropping the returned future, even before polling it, closes this connection. The returned owner must be finished before the driver and request handling start; held QPACK bytes are not decoded under a provisional configuration.
