Check raw field-value constraints shared by HTTP/2 and HTTP/3.

RFC 9113 Section 8.2.1 and RFC 9114 Section 4.2 reject NUL, CR, LF and leading or trailing SP/HTAB. This also applies to pseudo-header values, before their individual syntax is validated. Immediately after constructing a value through a checked HeaderValue constructor, use HeaderValue::has_outer_whitespace to avoid scanning the octets again. Values supplied by other code can use the unchecked constructor, so validate them fully at an outgoing protocol boundary.
