Available on crate features http and std only.

Allocation-free dictionary projection for RFC 9651.

This deliberately exposes only the values needed by dictionary consumers such as HTTP Priority. Parameters and inner-list contents are fully validated and skipped. Borrowed textual variants retain their wire encoding (including escapes), not a decoded value. Parsing takes linear time and constant auxiliary space; inner lists cannot nest. This is not a general structured-field serializer or object model.
