Decrement a forwarded packet’s hop count once, updating the IPv4 checksum.
An invalid packet or exhausted hop count leaves the buffer unchanged. Call before forwarding onto another link, not merely because a packet was received or decapsulated. Locally generated packets do not need this operation.
