Returns whether a ClientHello extension payload belongs to one connection.

These extensions contain destination, session, identity, certificate, or transport state that a captured profile must regenerate for a new connection. The classification includes historical wire codepoints seen in stored ClientHellos. It is deliberately conservative and is not a registry of which extensions are valid in a ClientHello.
