What to do with listed values a connection cannot negotiate: unknown extensions, groups, versions and signature algorithms.

Raw cipher lists are always sent as listed, and unknown key shares are always dropped (they need a key), whatever the policy.

Drop

Leave them out.

Forbid

Fail the handshake, naming the value.

Preserve

Send them as listed. If the server then selects or answers one, the handshake fails.
