Bytes after the last packet that are not a packet, such as zero padding.

Remove the protection of every Initial packet in datagram with keys from provider, as side receives them: a server opens a client’s Initials, a client a server’s. original_dcid is the destination connection ID the keys derive from, which is the packet’s own for a client’s first flight.
