A datagram as it arrived, with the bytes it occupied on the wire: the type, the length where the frame carries one, and the payload. Measured while parsing, so a legal but wider length varint counts for the width it was written in.

The measurement belongs to the arrival, not to the datagram, and is dropped once the frame has been checked against what this side advertised.
