Bounds for the relay’s cache of ready-to-use ingress acceptors.

One entry is a built SSL_CTX for a (mirrored upstream cert, negotiated protocol version, selected ALPN) triple, so a repeat connection to a known host skips certificate installation and the private key check entirely. max_size caps memory regardless of how many distinct hosts are seen; ttl bounds how long a stale keylog sink or rotated CA can linger.
