Cross-Origin-Embedder-Policy-Report-Only — same payload as
CrossOriginEmbedderPolicy, reports violations without enforcing
the policy.
Use this to roll out a new embedder policy without breaking the page for users, then promote to the enforcing header once the report volume is acceptable.
