A borrowed string encoding plan that uses Huffman only when it reduces wire size.

Computes the Huffman length at most once, sharing the decision between output-budget checks and encoding without allocating a temporary buffer. Plain encoding wins ties.

Plan a string with a prefix_bits-bit length prefix. If allow_huffman is false, use plain encoding without computing a Huffman length.

The exact wire length, including the length prefix.

pub fn encode<B>(&self, dst: &mut B, flags: u8)
where B: BufMut,

Write the planned representation, with flags above the Huffman bit.
