Borrowed view of an UninterpretedHost — a wide, Copy pointer
into pre-validated bytes plus the bracketed flag. Mirrors
DomainRef’s relationship to Domain.
All inspection / conversion operations available on
UninterpretedHost are also available here, so callers holding a
HostRef don’t need to round-trip back through an owned form just to
pct-decode or attempt a typed conversion.
Equality, hashing, and ordering follow the same ASCII-case-insensitive
rules as UninterpretedHost.

falls back to lossy U+FFFD substitution — matching the
crate::uri::Query::as_decoded_str /
crate::uri::Fragment::as_decoded_str contract so callers
see consistent behaviour across decoded-view surfaces.
