A Version this crate implements: its number, with the Wire constants that describe it.
Any 32-bit value is a valid QUIC version number (RFC 8999), but only the versions this crate
implements have a wire image. Holding a WireVersion is proof of the latter: it is minted only
through Version::to_wire, so anything that has one forms a header for it without a fallible
lookup. Both fields are needed: several version numbers share one Wire (version 1 and the
pre-standard drafts share V1_WIRE), so the wire does not identify the number to put on the
wire.

Reads a version number and requires this crate to implement it. The header decoder does not use this — it checks the number against the connection’s supported versions and reports a richer error — so an unimplemented version is only ever signalled here as an unexpected end.
