Borrowed, allocation-free view of a strict absolute URI.
This is the non-retaining counterpart to Uri::parse_strict. It uses
the same parser and exposes its already-scanned components without copying
the input. Protocol codecs can therefore apply their own URI-shape policy
without reparsing delimiters or taking ownership of a receive buffer.
Debug redacts the password portion of userinfo.
Display preserves the complete wire spelling and
may therefore expose credentials.

Parse a borrowed absolute URI using strict RFC 3986 syntax.
Return the raw authority without the leading //, when present.
Return the typed, already-scanned authority, when present.
Unlike authority, this exposes typed host,
userinfo, and port components. It remains allocation-free and does
not rescan the authority grammar. Domain and reg-name views borrow
the source directly; a parser-validated numeric IP literal is
materialized from its preserved spelling on demand. An RFC-valid
empty URI authority is preserved and can therefore contain an empty
host.
